Here in Texas, our legislature will begin their regular session tomorrow, Tuesday, January 13, 2015 through June 1, 2015. Our legislature meets in a regular session every two years, convening on the second Tuesday in January of every odd-numbered year. These biennial sessions are limited to 140 days unless the governor calls for a special session.
Things are going to get real busy not only for our legislative men and women; but anyone with a desire to see bills enacted. To date, there have been close to 900 bills introduced and at least 187 are related to public education. If any of these estimated 187 bills get passed, we can expect to see the changes when the new school year begins in August, if the bills do not take effect immediately.
Amongst the bills related to public education are testing, retirement and evaluation-related bills. Many districts are keeping a close watch on funding for public education. With numerous proposed bills relating to school finance, House Bill 125 and Senate Bill 244 are under close scrutiny. This is due to the fact that an updated study on the cost of education will be up for discussion under House Bill 125.
The current cost of education that is used in the adjustment of state funding formulas to show regional cost variations, has not been updated in over twenty years. Some legislative members believe it is time for a change. Senate Bill 244 is geared towards elimination of the cost of education adjustment under the Foundation School Program; which is the main funding source for our Texas public schools. Many districts are still feeling the effect of the 82nd legislature in which close to 4 billion dollars was cut from the Foundation School Program.
